City of Wolverhampton Council is exploring the adoption of devolved DVLA Vehicle Excise Duty (VED) enforcement powers, enabling it to directly identify, immobilise, remove, and manage untaxed vehicles using ANPR and DVLA data, and is conducting a Preliminary Market Engagement to assess supplier capability to deliver a fully outsourced end‑to‑end enforcement service-including call handling, vehicle lifting, impounding, and customer fee processing-in order to reduce crime and anti‑social behaviour, improve public safety, and recover public revenue lost through VED evasion.
