The brief

The Borough Council of Calderdale (the "Council") is to commission Providers to deliver Community Based Daytime Opportunities Service (the "Service") for both the Council and NHS West Yorkshire Integrated Care Board (ICB).

The contract will commence on the 1st April 2027, for an initial term of five (5) years, with the option to extend for a period or periods of up to 24 months.

This is a multi-award service where contracts will be awarded to successful tenderers on a no guarantee of work basis.

There is no cap on the number of successful tenderers.

Referrals will be based on the choice of the Individual in receipt of the service or their carer.

The commissioned service will be for adults living in Calderdale aged 18+ and for all client groups.

The Service will include adults who have been assessed and who have eligible needs associated with older age, sensory impairment, learning disability, physical disability, physical ill health, and mental health conditions including dementia.

The Provider will determine which client groups their service offer relates to.

The primary aim of the Service will be to support with individuals with a learning disability or older people, including people with dementia.

The purpose of the Service is to enable people attending community-based daytime opportunities to lead a full and active life and to meet the needs of people holistically.

The Service should promote independence, quality and value for money.

The Tender is a joint procurement with the NHS West Yorkshire Integrated Care Board (ICB), to be delivered under 1 single Lot only.

Where a service is 100% ICB funded, this Service will be provided under the ICB contract terms and conditions (see NHS Statement of Particulars (Contract) - uploaded with the tender documents).

In any other case, the Service will be provided under the Council's contract terms and conditions.

A Bidder's Event will be held on the Monday 20th July at 10am via Microsoft Teams.
