Three -Lot Procurement of Works Contracts for Rail Depot and Stabling Infrastructure at Coventry Carriage Sidings, Northampton CET and Tyseley Road 12
The authority is developing a procurement for three initial rail-related lots: Lot Project Indicative Scope Lot 1 Coventry South Coventry Carriage Sidings Stabling and Servicing Facility Lot 2 Northampton Riverside Northampton Riverside CET Lot 3 Tyseley Road 12 Tyseley Road 12 Permanent Fuelling Apron The authority presently intends to use a competitive flexible procedure and a two-stage delivery model: Stage 1: PCSA Completion of GRIP 5 design, further design development, and pricing of individual works packages.
Stage 2: ECC If the authority decides to proceed, consolidation of the package pricing into a single commercial position and award of an NEC4 Engineering and Construction Contract on a lump-sum basis.
Lot Summaries Lot 1: Coventry South Coventry Carriage Sidings are located south of Coventry Station adjacent to the Leamington Line.
The project is intended to develop the sidings into an operational stabling and light maintenance facility capable of supporting the Class 730 fleet and future operational needs.
Indicative scope may include: ● overnight stabling capacity for up to ten 3-car Class 730 units; ● CET servicing and tanking; ● cleaning and walking routes; ● welfare facilities; ● lighting and security systems; ● electrical infrastructure; ● operational safety systems; ● track, civils, drainage and OHLE works; ● and associated depot access and reclassification requirements.
Lot 2: Northampton Riverside The Northampton Riverside project is intended to provide infrastructure, plant and equipment to enable CET evacuation and train servicing activities for trains stabled in Northampton Riverside Sidings A and B, together with improved access and egress for drivers.
Indicative scope may include: ● CET extraction, flushing and tanking; ● waste removal and cleaning; ● driver access and egress improvements; ● utility and service transfers; ● track and civils works; ● and any necessary UTX or other interfaces to serve the sidings.
Lot 3: Tyseley Road 12 The Tyseley Road 12 project is intended to provide a permanent embedded track fuel apron and associated servicing infrastructure to replace temporary arrangements.
Indicative scope may include: ● embedded track slab and fuelling apron; ● drainage and interceptor systems; ● fuelling and servicing systems; ● canopy structures; ● depot protection interfaces; ● lighting, CCTV and M&E; ● and works within a live operational depot environment.
Bidders may submit tenders for Lot 1, Lot 2, Lot 3, or any combination of two or three lots.
Where a bidder tenders for more than one lot, the Authority will assess the bidder's financial standing and capacity by reference to the total value and combined delivery risk of the lots bid for.
A bidder must satisfy the Authority that it has the financial resources and standing to perform each lot bid for, whether awarded individually or in combination.
The Authority reserves the right to limit award to the number of lots for which the bidder can demonstrate adequate financial standing.
