The brief

Warrington Borough Council intend to appoint a single Lead Alliance Partner (LAP) to hold the contract for the Financial Resilience Strand of the delivery of Crisis and Resilience services to act as the prime contractor.

The LAP will retain full contractual responsibility and accountability for the end-to-end delivery, performance, and compliance of the service, including all elements delivered by subcontractors or alliance partners.

The LAP must ensure that they and all alliance partners demonstrate a strong understanding of local needs and maintain effective links with local communities, services, and referral pathways, to ensure support is responsive, culturally appropriate, and accessible to diverse populations.

While elements of delivery may be subcontracted, overall accountability for outcomes, quality standards, and compliance remains solely with the LAP and cannot be delegated.
